The Council of Ministers is standing still: A new text of the Law on the Budget of the Institutions of BiH has been established, without talking about the chief negotiator with the EU

The Council of Ministers of BiH has established a new text of the Draft Law on the Budget of the Institutions of BiH and International Obligations of BiH for 2025. The State Investigation and Protection Agency also got its own deputy director, but the chief negotiator with the EU was not discussed today.

Instead of last October, at the very end of the year, state ministers again adopted the Draft Budget, at the proposal of the Ministry of Finance and Treasury of BiH. The new version does not include funds for the financing of seven cultural institutions and money for BHRT, due to which there was resistance to the adoption of this document. It enters into force only after it is confirmed by the BiH Presidency and both houses of the state parliament.

“Given that the workers have not started receiving their salaries for a long period of time, one financial compensation in the amount of BAM 1,000 is envisaged for all employees in the institutions of BiH, with the associated taxes and contributions. Officials are exempt from this provision”, explains Srdjan Amidzic, Minister of Finance and Treasury of BiH.

A step forward has been made, but still without support for the Proposal of the Decision on the establishment of the Office of the Chief Negotiator of Bosnia and Herzegovina with the European Union, whose proponent is the Chairwoman of the Council of Ministers of BiH.

“I'm sorry that politics has come to our ranks today, at least when it comes to this European path. Today, all I have heard from my colleagues, Hurtić, Konaković, Forte and Helez is that they do not agree with the proposal, that it will be a person from the SNSD, that they are some who are blocking the way, I have not heard from anyone that we have changed our foreign policy goal or course”, said Chairwoman Borjana Krišto.

Krišto's proposal, we remind you, is that the responsibility for the election of the chief negotiator and his deputies should be with the Council of Ministers, without consultation with the Presidency or the Parliamentary Assembly.

“Ministers from the Troika voted against it. The main reason is the fact that the Parliament has already adopted the decision and initiated the process, and there are indications from the European Commission that this process will be recognized and that in this way it will be possible to establish the Office and appointed negotiators”, explains Edin Forto, Minister of Communications and Transport.

After the establishment of the Office of the Chief Negotiator, the proposal of the Chair is to start the appointment to this position with deputies after 30 days. However, it is precisely the name of Ana Trišić-Babić, the current acting president of Republika Srpska and a long-time SNSD cadre, which is in circulation, that is unacceptable to ministers from the ranks of the Bosniak people.

“Ne vidimo SNSD kao partnera i čudi nas da HDZ ustrajava na tome da SNSD vidi kao partnera na EU putu. Glasati danas za prijedlog Glavnog pregovarača na način da se kaže da će biti etnički balans, dakle, ne može biti iz istog naroda pregovarač s ministrom spoljnih poslova i predsjedavajućom, biće, znači, Srbin, podrazumijeva se da će taj prijedlog biti iz SNSD-a, za šta nikada ne bismo glasali”, poručio je Elmedin Konaković, ministar vanjskih poslova.

While the fulfillment of BiH's obligations on the European path will still wait, state ministers in the second round of voting gave their support to Dragan Andrić in the position of Deputy Director of the State Investigation and Protection Agency.
